However, because of multiple factors, the planning has been less than ideal.
Old piping that needs to be replaced, aging infrastructure, inefficient irrigation systems and the lack of storage and transport capacity have all contributed to the wasting and inability to maintain the needs of the population.
City and state officials are working on resolving issues that they can address but it will take time.
